ASSOCIATION FOR THE WELFARE OF RETIRED PERSONS
Resolution of Founding Members
It is widely felt need that institution be established for the help of retired persons to enable them to live more fully as members of the society, contribute their experience for its betterment and get in return facilities which they need to face the rigours of old age. The substantial reduction in income, which is inevitable consequence of retirement, combined with the ever-rising cost of living, makes the life of a retired persons difficult and obliges him to seek rather a humiliating dependence on others. The traditional values by virtue of which children readily lend financial support to their aging and needy parents are fast disappearing. Moreover every retired persons wishes to lead an independent life in his own right. In the absence of financial support from his children a retired persons’s life in the prevailing economic condition tends to be miserable and results in its early ends. For these reasons, it seems extremely desirable and expedient that an association be established to look into the problems of retired persons and to find ways, which would help overcome these problems collectively and individually.
2. Accordingly, we the undersigned RESOLVE to establish an Association to be known as ASSOCIATION FOR THE WELFARE OF RETIRED PERSONS. Generally speaking, this Association will identify the common problems of retired persons and evolve methods of overcoming them as well as advise and help individual retired persons who are its members to get over their specific difficulties.
3. More specifically, the Association will undertake the following activities and functions: –
- Provide a forum for discussion and examination of the collective and individual problems and difficulties of retired pensioners of Government and other agencies.
- Devise ways and methods to solve or resolve the said problems and difficulties.
- Examine from time to time the rate of pension with reference to the prevailing cost of living and to represent to the appropriate authorities on the question of redressal of inadequacies or removal of injustice noticed in the course of such examination.
- Collect information about retired persons who are capable and in a reasonably fit state of health with a view of exploring possibilities of their gainful employment or attachment with social welfare agencies for voluntary work. Such an activity will improve their outlook and make them feel that they continue to be useful members of the society in which they live.
- Encourage (and where possible partially finance) the formation of Clubs, reading rooms and libraries where retired persons can get together and engage in healthy indoor recreation and reading.
- Take up with appropriate government and non-government agencies the question of better health cover for retired persons and their spouse, in particular free medical facilities for them at par with the serving persons of the respective organizations from which they retired.
- Try to induce government and non-government organizations to setup old people’s home or housing units where retired persons could live decently within their modest means on cooperative basis.
- Induce government and non-government agencies to grant the concession of cheaper fares for bus, rail and air-travel to retired persons and their spouses.
- Occasionally arrange seminars on health problems and old age and talk by medical experts on typical geriatric problems.
- Raise funds through membership fee and donations for meeting expenses related to activities and functions above.
4. To pursue and achieve the objective outlined above, we the undersigned approve the attached CONSTITUTION OF THE ASSOCIATION FOR THE WELFARE OF RETIRED PERSONS AND RULES AND REGULATIONS appended thereto.
5. We have agreed to the appointment of the following office bearers of the Association till a regular Executive Committee is elected under the Constitution:-
